United Bong County Association In America (UBCAA) Resolution of the 19th Annual Convention
Providence, Rhodes Island
July 9 – 11 2010

The United Bong County Associations in the Americas (herein refer to as the Association), during its 19th Plenary Session held in Providence, Rhode Island, United States of America resolutely acknowledged and agreed to the following:

WHEREAS the Association recognizes and acknowledges that its influence and impact in Liberia in general and Bong County in particular cannot be realized without the undertaking and completing of projects that are of immediate benefits to the people of Bong County, and

WHEREAS the Association recognizes that its activities in the United States has been mediocre at best and have not galvanized Bong County citizens and residents in the Diaspora, and

WHEREAS the Association recognizes that the current leadership in Bong County has not been responsive to the people as evident by lack of cohesiveness among and between the Bong Legislative Caucus thereby depriving the people of Bong a united legislative representation on national issues, and

WHEREAS at the time of the 19th Plenary Session during which elections for the Association’s national leadership team would have been held, the Elections Commission reported that no candidates have come forward to contest the open positions, and

WHEREAS individual, rather than county loyalty permeates throughout the Association, both at the local chapter and national levels, and

WHEREAS communication has been nonexistent between chapter leaders and infrequent and inadequate with the national leadership,

NOW THEREFORE, the Association resolves and takes the following actions:

The Association will undertake a project to build water hand pumps in all district headquarters in Bong County during the current calendar year. The project is estimated at $7,200.  Each recognized chapter was taxed to raise the necessary funds for a pump, estimated at $800 per chapter. The funds should be reported to the national treasury no later than November 30, 2010.

That it is essential that the activities of the Association be made available to the media, especially those in Bong County.

That education of our people about the electoral process is important so that they can exercise their voting rights to choose the candidates that will best serve them.

That the report of the 2011 Commission be made available to the chapter leaders so that their constituents can discuss and suggest ways of implementing the recommendations therein.

That to strengthen the Association, the following steps should be taken:

1.    Aggressive local chapter recruitment of citizens, residents and friends of Bong County in the Americas.

2.    That there be periodic teleconferences between and among the various chapter leaderships to share ideas on improving the organization.

3.    That the constitutionally mandated quarterly teleconference with the national leadership be held.

4.    That the local chapter leaderships provide information about Bong County citizens, residents and friends of Bong County in the Diaspora on the UBCAA’s Libserve.

5.    That the Association, through its national leadership should continue to engage the county leaders to work together for the common good of the people of Bong County.

6.    That henceforth, the Association will undertake manageable projects that can be completed for the benefits of the people of Bong County thereby enhancing the Association’s benefit to influence social, economic and political development in the county.

7.    That the Association at this 19th Plenary Session took step to suspend the portion of the constitution dealing with elections and directed the Board of Directors to ask the current national leadership team to remain in place for another year.  That the Election Commission whose term expired upon making its report be reconstituted to conduct the elections at the next plenary session in Baltimore Maryland in 2011.

8.    That primary reason for membership in the Association is loyalty to Bong County, not to individual leaders or anything else. That chapter leaders make this known and take steps that will emphasize this point.

SO RESOLVED AND AGREED TO AT THE 19TH PLENARY SESSION OF THE UNITED BONG COUNTY ASSOCIATION IN THE AMERICAS NATIONAL CONVENTION IN THE CITY OF PROVIDENCE, RHODES ISLAND.
